Court of Appeal endorses injunction against Kelni GVG deal
The Court of Appeal on Wednesday 4 July 2018 thrown out the National Communication Authority’s (NCA) attempt to block an injunction on the implementation of the Kelni GVG deal.
In December 2017, Subah Infosolutions dragged the NCA and the Ghana Revenue Authority to court over the termination of a similar service agreement from 2015.
Subah contended that the termination was unlawful.
Pending the determination of the substantive case, Subah was also granted an application for an injunction on the award of contracts to third parties by the NCA in February 2018.
Government’s $89 million deal with GVG/Kelni for the design, development and implementation of a common platform for traffic monitoring, revenue assurance and mobile money monitoring has come under a lot of scrutiny, especially from policy think tank, Imani Africa.
The issues of breaching the privacy of Ghanaians, if the deal is implemented, have also come to the fore.
Imani Africa wants the contract cancelled because it believes the deal is “needless” and a rip-off.
