James Agalga, the Member of Parliament for Builsa North, has begun his new role as Majority Leader in Parliament following the change in leadership of the National Democratic Congress (NDC) Majority Caucus.
Agalga takes over the position previously occupied by Mahama Ayariga, who has been nominated by President John Dramani Mahama as Minister-designate for Local Government, Chieftaincy and Religious Affairs.
The change places Agalga at the centre of government business in Parliament, where he will be expected to coordinate the Majority Caucus and help advance the government’s legislative agenda.
Agalga has been a Member of Parliament since January 2013 and is currently serving his fourth consecutive term representing the people of Builsa North in the Upper East Region. He is also a lawyer and previously served as Deputy Minister for the Interior, giving him experience in both parliamentary and government affairs.
His elevation to the Majority leadership came after consultations within the NDC and the Presidency following Ayariga’s nomination to the Cabinet.
In his first engagement in the new position, attention was focused on how Agalga would conduct himself as the new leader of the Majority Caucus and Leader of Government Business.
The new Majority Leader has pledged to put the interests of Ghanaians first while working to ensure that the mandate given to the NDC is implemented.
Agalga previously expressed gratitude to President Mahama, the NDC leadership and members of the party for the confidence placed in him following his selection for the position. He said he would work to ensure that the government’s mandate was executed to the best of his ability.
His appointment comes at a significant point in the parliamentary calendar, with the House dealing with a number of important government matters.
Parliament was recalled from recess for an emergency sitting beginning August 24, 2026. The sitting was convened to consider urgent business, including the vetting of ministerial nominees, nominations to the Supreme Court and proposed amendments to legislation concerning banks and specialised deposit-taking institutions.
There was initially a procedural issue surrounding Agalga’s elevation. Speaker of Parliament Alban Bagbin clarified that the President could not formally appoint a Majority Leader because the position is determined by the Majority Caucus.
According to the Speaker, a change in the leadership of either the Majority or Minority Caucus must be formally communicated to Parliament by the General Secretary of the relevant political party.
The NDC subsequently formally notified the Speaker of Agalga’s appointment in a letter signed by General Secretary Fifi Fiavi Kwetey. The party stated that the appointment took immediate effect and was intended to provide leadership and coordination for the NDC Majority Caucus in Parliament.
With the procedural matter addressed, Agalga is now expected to play a key role in coordinating government business on the floor of Parliament.
His experience as a parliamentarian, lawyer and former Deputy Interior Minister could prove important as he takes on the responsibilities associated with the position.
The new Majority Leader will also have to work closely with the Speaker, the Deputy Majority Leader, the Majority Chief Whip and other members of the NDC Caucus to ensure that government business is properly coordinated.
As Parliament continues its work, Agalga’s leadership will be closely watched, particularly regarding how he handles legislative business and engages with the Minority Caucus.
His first days in office therefore mark the beginning of a new chapter for the NDC Majority in Parliament, following Ayariga’s move from parliamentary leadership to a ministerial role.
