The allegations surfaced during a press briefing held by the Attorney General and Minister of Justice, Dr. Dominic Akuritinga Ayine. Speaking on the ongoing “Operation Recover All Loot (ORAL)” initiative, which targets various corrupt practices, Dr. Ayine disclosed explosive details implicating the couple in a vast criminal network.

According to the Attorney General, Gifty Oware-Mensah and her husband, Peter Mensah, are among twelve individuals accused of collectively causing a staggering loss of over GH¢548 million to the state. This colossal sum was allegedly siphoned off through the fraudulent use of “ghost names” on the NSS payroll.

Further details provided by Dr. Ayine paint a picture of an elaborate scheme. Gifty Oware-Mensah is alleged to have used NSS allowances as collateral to secure a substantial GH¢30 million loan from the Agricultural Development Bank (ADB). To facilitate this transaction, her husband, Peter Mensah, a lawyer by profession, allegedly served as one of the directors of a company named “Blocks of Life Consult.” This company was purportedly presented to the bank as a legitimate supplier of home appliances intended for NSS personnel, thereby legitimizing the fraudulent loan.

The couple now faces multiple serious charges, including willfully causing financial loss to the state, underscoring the severity of the allegations and the state’s determination to recover public funds.

Kwabena Adu-Boahene and Angela Adjei Boateng: Accused in National Signals Bureau Embezzlement

Another high-profile couple, Kwabena Adu-Boahene and Angela Adjei Boateng, are also facing severe criminal charges, accused by the state prosecutor of embezzling GH¢49 million from the National Signals Bureau (NSB). They stand accused alongside several other accomplices, facing a total of eleven charges.

The Attorney General and Minister of Justice, Dr. Dominic Ayine, publicly announced the arrest of Kwabena Adu-Boahene, the former Director-General of the National Signals Bureau (NSB), in connection with the alleged diversion of public funds. These funds were originally earmarked for a crucial cybersecurity defense system for the nation.

Addressing the press on Monday, March 24, 2025, Dr. Ayine detailed how Adu-Boahene was implicated in the unauthorized transfer of $7 million. This significant sum was the allocated budget for cybersecurity infrastructure and was allegedly funneled into his private accounts.

“In his capacity as Director of the National Signals Bureau, Mr. Adu-Boahene on January 30, 2020, signed a contract on behalf of the Government of Ghana and the National Security on one hand and on the other hand, an Israeli company named RLC Holdings Limited. The contract was for the purchase of a cyber defense system software at a price of $7 million,” the Attorney General explained, outlining the genesis of the alleged scheme.

Dr. Ayine provided further compelling details, revealing a suspicious transaction initiated just days after the contract signing. “On February 6, 2020, he then transferred an initial amount of GH¢27,100,000 from the National Signals Bureau account at Fidelity Bank to a private BNC account at UMB. Official documentation on the transfer reveals that the amount was for the payment of cyber defense system software. He transferred the money to his private company,” the Attorney General informed the media, pointing to a clear conflict of interest and alleged illicit enrichment.

Investigations, according to Dr. Ayine, further uncovered that the former NSB boss allegedly diverted the funds not only into his personal account but also into accounts belonging to his wife, Angela Adjei Boateng, thereby implicating her in the alleged financial malfeasance.

These cases highlight the state’s intensified efforts, through initiatives like ORAL, to combat corruption and recover public funds, regardless of the individuals’ stature or perceived influence.
