Fake IDs, Kenyan Posted to Kasoogo, 93-Year-old Personnel: More details of the NSS scandal
More details are emerging of the NSS scandal following the return of Gifty Oware-Mensah, a former Deputy Executive Director of the National Service Scheme (NSS), who was accused of absconding from the country over the scandal.
Experts of the NSS scandal investigation, which was conducted by The 4th Estate, broadcast by TV3 on Wednesday, March 6, 2025, pointed to a number of mind-blowing infractions.
The investigation showed that a number of people who were between the ages of 80 and 93 years received NSS placement.
For instance, a 93-year-old Nimatu Salifu was listed as a UDS graduate, posted to Kpiyagi D/A Primary School in the Upper East Region.
A 91-year-old, Ruth Abdulai, a supposed graduate of UDS, was posted to Adakura Primary School in the Upper East Region.
An 82-year-old, Mahamadu Ali, another supposed UDS graduate, was posted to Anyinabrim Anglican School in Sefwi Wiawso in the Western North Region.
There were also instances of personnel with fake index numbers from schools like the University of Professional Studies, Accra (UPSA), Dambai College of Education (DACE), VVU, and the Tamale Technical University.
The investigation also revealed instances of persons with fake IDs and manipulated biometric data on the NSS payroll.
For example, a 34-year-old female who was captured on the payroll had the ID card of a male with the name Joel Sateen.
It also showed that Kwame Donkor, the supposed Kenyan who was included in the NSS payroll, was actually an impersonation.
It found that the picture used for Kwame Donkor was actually that of a Kenyan named Emmanuel Mutio, who is a human resource manager of i3 Technologies in Kenya.
Details of Kwame Donkor on the NSS system showed that he was posted to Kasoogo Basic School.
