Introduce double-track in public sector – Osae

Local governance expert, Dr. Eric Oduro Osae has called on the government to consider introducing the double-track system for public sector workers.

This he believes will not only bring about efficiency, but also address the challenges of unemployment.

His call comes on the back of the recently introduced double-track system across Senior High Schools (SHSs) to address congestion problems as a result of the Free Senior High.

Speaking to Class News on the sidelines of the launch of the National Public Sector Reforms Strategy (NPSRS) 2018 – 2023 in the Ashanti region, Dr Osae said introducing same for public sector workers will solve a myriad of challenges including inefficiency.

He said: “I’m calling for the double employment system in the public service. The reason is that, we waste our nights, the public service wastes our nights, by 5pm they’ve closed those offices, meanwhile, work is there to be done.

“What I’m saying is that, government has introduced double-track in our school system as a result of free SHS. Let us introduce same in the public sector and by that, I mean people must work from 8am to 5pm, after 5pm, we should have another set of people who will come and work till the next morning.

“By this, passports can be acquired within two or three days, DVLA can be able to give licences within record time, people take six months or one year to register for land title and it’s creating all kinds of problems by way of litigation, but we should be able to do it within two weeks if they are working day and night.”

According to Dr Osae, the other benefit is that “if we are able to do it like that, it will reduce unemployment because you can imagine that the same number of people government has employed working during the day will also be employed to work during the night.”
