IERPP Criticizes 2025 Budget, Warns of Revenue Shortfalls and Questionable Priorities

The Institute for Economic Research and Public Policy (IERPP) has raised concerns over Ghana’s 2025 budget, highlighting potential revenue shortfalls and questionable allocation priorities. Analysts warn that the government’s proposed tax reforms could result in a GH₵7.1 billion revenue gap, prompting calls for innovative solutions to ensure fiscal stability.
During a recent post-budget dialogue, held in collaboration with the University of Professional Studies, Accra (UPSA), IERPP experts described aspects of the 2025 budget as “contradictory and technically unsound”, citing the need for the government to revise revenue and expenditure projections transparently.
The IERPP also criticized budget allocations, noting that GH₵3.82 billion was earmarked for the Presidency, while essential sectors such as healthcare received minimal provisions, leaving nurses and junior doctors underfunded.
The institute’s assessment underscores the importance of fiscal responsibility and prioritization as Ghana seeks to balance developmental goals with economic realities, urging the government to address structural weaknesses and enhance accountability in budget implementation.
