Ghana Pitches $60 Billion Petroleum Hub to Canadian Investors, Eyes Energy Transformation

CALGARY, CANADA – June 14, 2025 – Ghana’s Deputy Minister of Energy and Green Transition, Richard Gyan-Mensah, has made a compelling case for the ambitious Petroleum Hub project to Canadian investors, positioning it as a groundbreaking initiative poised to revolutionize Africa’s energy landscape. Fulfilling an earlier pledge to champion the project on the international stage, Gyan-Mensah showcased the initiative during a high-profile roundtable discussion held on the sidelines of the prestigious Global Energy Show in Calgary, Canada. He presented the hub as a prime example of Africa’s proactive commitment to addressing its energy sector challenges through innovative and integrated solutions.
During his presentation, Gyan-Mensah underscored the Petroleum Hub’s transformative potential, highlighting its critical role in bridging significant infrastructure gaps within Africa’s energy ecosystem. He pointed out a glaring paradox: despite Africa’s abundant hydrocarbon reserves, the continent currently lacks a comprehensive, integrated infrastructure project for the refining, storage, and transportation of petroleum and petrochemical products. This deficiency, he argued, presents a monumental opportunity for investment and development.
The Ghanaian government, through this visionary project, aims to rectify this shortfall by developing the Petroleum Hub in Jomoro, located in Ghana’s Western Region. Beyond addressing the infrastructure deficit, the initiative is projected to generate substantial employment opportunities for Ghanaian citizens, contributing significantly to national economic growth and stability.
Gyan-Mensah particularly emphasized the extensive scope of the project, which includes the planned construction of state-of-the-art refineries, advanced petrochemical plants, modern jetties, and various other essential facilities within the hub. He actively encouraged Canadian investors to seize the myriad investment opportunities that the project offers, urging their robust and active participation. The Minister stressed that Ghana’s Petroleum Hub is not merely a commercial venture but a pivotal opportunity to strengthen bilateral relations between Canada and Ghana, fostering mutual transformation in both nations’ energy and economic landscapes.
“In Ghana, we are pioneering a new concept—the Petroleum Hub. Across Africa, there is no dedicated hub for petroleum products,” Gyan-Mensah stated, emphasizing the project’s unique position. He continued, highlighting the existing imbalance: “Countries like Nigeria, Gabon, Equatorial Guinea, Ghana, and Ivory Coast produce oil, yet other continents, which do not produce petroleum, have established hubs. We have taken it upon ourselves to develop a hub that serves not only Ghana but the entire African sub-region.”
The Minister further elucidated the immense scale of the financial commitment required, stating, “This presents a significant opportunity for Canadian companies. The project requires $60 billion to fully materialise. Beyond refineries, the hub will encompass the entire petroleum ecosystem, including fertiliser factories, gas processing plants, and more.” This comprehensive approach aims to create a fully integrated energy value chain within the hub.
In an earlier address, Deputy Minister Gyan-Mensah had already underscored Ghana’s readiness to forge partnerships with Canada to revolutionize its energy sector. He called upon Ghanaian companies to “position themselves as strategic partners, offering local expertise, access, and a commitment to long-term sustainability.” He concluded with a powerful appeal for collaboration: “Let the connections forged by CEOs in Calgary serve as a launchpad for Canada-Ghana green energy collaborations.
