Engineers Unaware of Permit Issuance Role, IET-GH Clarifies

The Institution of Engineering and Technology, Ghana (IET-GH) has responded to the Greater Accra Regional Minister’s statement suggesting the transfer of 99.9% of engineers in the region over a building permit issue. The IET-GH clarifies that engineering practitioners are not responsible for issuing building or development permits.¹
Permit Issuance Authority
According to the _Land Use and Spatial Planning Act, 2016 (Act 925)_, the authority to issue development permits lies with the Spatial Planning Committee (SPC) of the respective Metropolitan, Municipal, or District Assemblies (MMDAs). This committee comprises various professionals, including:
Coordinating Director
Physical Planning Officer
Head of the Works Department
Chairpersons of relevant Sub-Committees
Development Planning Officer
Head of the Roads Unit
Representative of the Regional Director of the EPA
Head of Disaster Prevention
Representative of the Lands Commission
Representative of Traditional Authorities
IET-GH’s Position
The IET-GH emphasizes that attributing shortcomings in spatial development or permit approval solely to engineers is erroneous and misleading. They call for a full investigation into allegations of individual engineers issuing or approving permits without following proper procedures. The institution is committed to upholding professional conduct standards and supporting efforts to ensure accountability.
Recommendations
The IET-GH suggests:
Orientation Programs: The Office of the Chief of Staff should consider organizing orientation programs for Regional Ministers to enhance their understanding of local governance systems, relevant legislation, and roles of professionals in the built environment.
Public Education: The Engineering Council of Ghana remains available to support public education and engagement on the specific roles of engineering practitioners across public institutions.
