Communication strategy on placement of students under double track highly commendable – GNECC

The Ghana National Education Campaign Coalition congratulates the Ghana Education Service (GES) for
the effective approach it adopted in communicating with parents and the general public on the new
Double Track Policy and issues relating to the 2018 Computerized School Selection and Placement System.
 The Coalition has followed with admiration the effective communication skills employed by the Public
Relations Unit of GES to explain the new system to the understanding of all, irrespective of one’s level of
Education. The level of professionalism exhibited cannot be underestimated and this is commendable.
 Information gathered by the Coalition through random interviews with parents across the country
indicated that many parents appreciated the establishment of “Solution Centres” in all the 10 Regional
Education Offices, where they could lodge complaints and get assistance with issues arising from the
placement of students in Secondary Schools for the 2018/19 academic year. This innovation lessened
greatly the pressure most parents would otherwise have faced in attempting to resolve concerns they had
with the implementation on the double-track policy. Considering the effectiveness of these centres, we
are proposing that in the 2019/20 academic year the Ghana Education Service sets up the solution centres
at district level in order to make it easier for more parents to access their services.
 We encourage the Ghana Education Service to continue to explore other innovative ways to interface
with the public on issues related to education at all levels. This is essential for strengthening the
partnership between government and parents to promote the development of education.
 We also urge the Service to address all teething issues with regards to the implementation of the Double
Track policy even before the Gold Track begins on the 8th of November 2018.
As a Coalition, we will continue to monitor policies and actions of government in relation to education
and use the evidence to engage the appropriate stakeholders to help improve the quality of our education
system.
