Two Men Arrested in Connection With Illegal Grave Digging at Osu Cemetery

Authorities in Accra have arrested two men in connection with illegal grave digging activities at the historic Osu Cemetery, following intensified efforts to curb unlawful practices and protect public burial grounds. The arrests form part of broader measures being implemented to restore order and preserve the dignity of the cemetery.
The suspects, identified as Eric Annan and Joseph Donkor, were apprehended by a special security task force assigned to monitor activities within the cemetery. Their arrest occurred during an early morning operation after intelligence reports confirmed ongoing illegal excavation within the cemetery grounds. Officials intercepted the men while they were actively digging a grave without authorization, in clear violation of cemetery regulations and municipal by-laws.
Following their arrest, the suspects were handed over to the Osu Police Station, where they are currently assisting with investigations. Authorities say they are likely to face prosecution under laws governing public cemeteries, unlawful excavation, and the protection of human remains.
The incident comes amid growing concerns over widespread illegal activities at the Osu Cemetery, including unauthorized burials, illegal exhumations, sale of burial spaces, and interference with existing graves. These practices have sparked public outrage and raised serious questions about the management and security of the cemetery.
In response to the situation, the Korle Klottey Municipal Assembly has announced a temporary suspension of all burial activities at the Osu Cemetery. The decision is aimed at creating room for a full-scale audit and restructuring of cemetery operations, including the verification of burial permits, documentation, and plot allocations.
Municipal authorities have described the reported activities as criminal, unethical, and disrespectful to cultural values and the dignity of the deceased. They explained that the suspension will help prevent further illegal acts while new management and monitoring systems are put in place.
Under the new measures, only strictly controlled burials may be permitted under special circumstances, particularly for indigenous families, and only with official authorization. Security presence at the cemetery has also been increased, with additional personnel deployed to monitor activities and prevent further illegal operations.
Community leaders and residents have welcomed the arrests and the suspension of burials, describing them as necessary steps toward restoring integrity and order at the cemetery. Many have called for long-term reforms, including improved record-keeping systems, stronger supervision, and clearer operational guidelines to prevent future abuse of burial spaces.
The municipal assembly has urged the public to report any suspicious activities at the cemetery and has assured residents of its commitment to transparency, accountability, and the protection of public burial grounds as investigations continue.
