Government Endorses Otumfuo’s Report on Bawku Chieftaincy Conflict, Sets Up GH¢1 Billion Revitalisation Fund

The Government of Ghana has officially endorsed the Bawku Conflict Mediation Report presented by the Asantehene, Otumfuo Osei Tutu II, marking a significant step toward resolving the long-standing Bawku chieftaincy dispute in the Upper East Region.

The endorsement, confirmed in a statement from the Presidency, outlines a comprehensive plan to restore peace, strengthen traditional governance, and revitalize the economic and social infrastructure of Bawku.

Full Acceptance of Mediation Recommendations

Government sources indicate that all recommendations contained in Otumfuo’s mediation report have been accepted in full. The report, which was presented to President John Dramani Mahama in December 2025, provides a detailed roadmap for addressing tensions between the Kusasi and Mamprusi communities, who have historically clashed over authority in Bawku.

As part of the endorsement, the government reaffirmed the lawful status of Naba Asigri Abugrago Azoka II as the Bawku Naba, in accordance with Supreme Court rulings. This legal recognition is intended to solidify peace and prevent future disputes over traditional authority.

Recall of Rival Chief

The endorsement also includes the recall of Alhaji Seidu Abagre, a rival claimant to the Bawku skin, who had been installed outside the recognized traditional authority. He is to be relocated safely to Nalerigu, where he will assume another traditional role under the Nayiri’s oversight. This move is expected to reduce tensions while maintaining respect for traditional hierarchies.

GH¢1 Billion Bawku Revitalisation Fund

A central component of the government’s response is the establishment of a GH¢1 billion Bawku Revitalisation Fund, to be disbursed over three years (2026–2028). The fund is designed to rebuild and improve critical infrastructure in the area, including:

  • Roads and transportation networks

  • Schools and educational facilities

  • Health centers and hospitals

  • Irrigation systems and dams

  • Security installations

  • Commercial and market sites

The aim is to restore economic vitality, support local livelihoods, and create a stable environment for sustainable development in the region.

The fund will be managed by a high-level committee chaired by Finance Minister Cassiel Ato Baah Forson, with representation from the Upper East Regional Minister and the Majority Leader. In the official statement, the government urged traditional authorities, political stakeholders, civil society, youth organizations, religious bodies, development partners, and residents to support the peace process.
